Job Description
We are seeking a proactive Health and Safety Manager to lead the development, implementation, and maintenance of a comprehensive, site-specific Health and Safety program for our ready-mix operations in the Southern California Division. Reporting to the Director of Health & Safety, you will ensure compliance with the global Health and Safety policies and federal/state regulations (OSHA, MSHA, DOT), while addressing industry-specific risks such as dust exposure, heavy equipment, and batch plant operations. This role requires strong leadership, technical expertise, and collaboration with plant managers, drivers, and unionized teams to foster a safe and productive work environment.
Key Responsibilities:
- Safety Program Development & Leadership:
- Develop and implement site-specific health and safety policies tailored to ready mix operations, including batch plants, delivery trucks, and material handling.
- Promote a “Zero Harm” culture through proactive safety initiatives, leading plant safety committees, and engaging unionized employees.
- Manage programs including Incident Investigation, Industrial Hygiene Monitoring (e.g., silica dust), Contractor Safety, Workers’ Compensation, and Transitional Duty/Medical Management.
Compliance & Risk Management:
- Ensure compliance with OSHA, MSHA, and DOT regulations and stay updated on industry-specific regulations.
- Conduct hazard analyses and industrial hygiene monitoring to mitigate risks like silica exposure, noise, and heavy equipment hazards, implementing controls (engineering, administrative, PPE).
- Perform regular audits of ready-mix facilities, coordinate corrective action plans, and evaluate program effectiveness.
Incident Investigation & Medical Management:
- Lead incident investigations for workplace accidents (e.g., equipment-related injuries, slips/falls), conduct root cause analysis, issue safety alerts, and ensure corrective actions prevent recurrence.
- Oversee Workers’ Compensation and Transitional Duty programs, coordinating with HR and third-party administrators to support injured employees.
Training & Communication :
- Design and deliver tailored safety training for ready mix employees, contractors, and drivers, covering topics like lockout/tagout, confined space entry, and safe vehicle operations.
- Provide data-driven reports and presentations to plant managers and leadership, offering insights to enhance safety and operational performance.
- Actively participate in Health and Safety Committees, Accident Review Boards, and corporate safety promotions to reinforce a safety-first culture.
Collaboration & Industry Support:
- Partner with Operations to align safety goals with production objectives.
- Manage contractor safety compliance for third-party vendors and support operational reviews of ready-mix safety programs.
Qualifications:
- Bachelor’s degree in occupational health and safety, Environmental Science, Engineering, or a related field (master’s preferred).
- 5+ years of health and safety management experience in the ready mix, concrete, or construction industry; experience in a unionized environment is highly desirable.
- In-depth knowledge of OSHA, MSHA, and DOT regulations, with specific experience addressing ready mix hazards.
- Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) designation is preferred.
- Strong communication and presentation skills, with the ability to train diverse groups while maintaining confidentiality; being bilingual in Spanish and English is a significant advantage for engaging with diverse teams.
- Proficiency in Microsoft 365 (Excel, PowerPoint, Power Apps) and safety management software.
- Ability to prioritize tasks, meet deadlines, and respond to emergencies, including after-hours or weekend work, with occasional travel within the Southern California Division.
- Sound judgment, problem-solving skills, and the ability to foster collaboration in a unionized, industrial setting.
Physical Requirements & Safety Compliance:
- Must comply with ready mix safety protocols, including wearing PPE (hardhat, safety glasses, ear protection, steel-toe boots, respirators, etc.) at batch plants or job sites.
- Ability to work in industrial environments with exposure to dust, noise, and heavy machinery.
