Job Description and Duties

The Information Security Officer (AISO) at the California Environmental Protection Agency (CalEPA), reporting directly to the CalEPA Chief Information Officer, holds a key role in overseeing the information technology (IT) security programs within the six boards, departments, and offices (BDOs) under CalEPA. The AISO provides critical direction in IT security, Risk, and Privacy, aligning with CalEPA's programs, strategic goals, and business objectives.

Key Responsibilities:

Policy Development and Oversight:
  • Formulate, recommend, and oversee the implementation of agency-wide Information Security, Risk, and Privacy policies, practices, and guidelines. 
  • Ensure policies align with maintaining the integrity, confidentiality, reliability, and appropriate use of all agency-wide information assets.

BDO Information Security Oversight:

  • Provide policy and operational oversight of Information Security Officers within the BDOs. 
  • Serve as the information security authority for BDOs without established Information Security Officers.

Compliance Assurance:

  • Collaborate with various BDOs and programs to ensure staff and management compliance with information security, Risk, and Privacy policies and programs. 
  • Conduct regular assessments to verify adherence to established policies.

Management Responsibility:

  • Manage the CalEPA Information Security Office functions, including planning, directing, organizing, and controlling work activities. 
  • Oversee Information Security Governance, Incident Management, operations of shared IT security technologies, Security Awareness Program, and Continuity of Operations/Continuity of Government Program Plans.

Risk Management and Privacy:

  • Develop and implement Risk Management strategies to safeguard information assets. 
  • Oversee Privacy initiatives, ensuring compliance with legal, statutory, and regulatory requirements.

Security Audit and Compliance:

  • Conduct security audits to assess compliance and identify areas for improvement. 
  • Develop and implement strategies to address audit findings and enhance overall security posture.

Emergency Preparedness and Response:

  • Assist in issues related to emergency preparedness, response, and prevention. 
  • Ensure IT security measures contribute to the agency's overall emergency response capabilities.

Reporting and Alignment:

  • Maintain a direct reporting relationship with the Agency Chief Information Officer. 
  • Ensure BDOs under CalEPA align with and follow agency and State information technology security policies and direction.

  1. Describe the type of Policy Experience you possess and how that experience will further the objectives and goals of CalEPA's Information Security Office.
  2. The AISO serves as a primary point of contact for external agencies (e.g., CDT, OES) and IT vendors, and as the top security advisor to the Agency Secretary and other senior management. Describe your experience in building and maintaining effective external partnerships, managing vendor security, and providing high-level strategic security advice to executive leadership. Provide an example of how your advice or collaboration significantly influenced a major security decision or project with external or executive involvement. 
  3. What is a specific instance in your professional experience where you demonstrated effective leadership? Walk me through the situation, the actions you took, and the outcomes achieved. 
  4. Describe the Information Security Expertise you possess that demonstrates you are the most qualified candidate to serve as the Agency Information Security Officer for CalEPA. In addition, please identify two key accomplishments within the last 12 months.
